I agree that we should all have to pay something, even if it's simply a token amount (I also think that taxes should be consumption based), but the right to vote is a right of citizenship. No citizen should be deprived of that basic right without good cause, and not making enough money is not good cause in my opinion - there are just too many potentially extenuating circumstances.
